Put generated HTML at start of HEAD section

description

We have IE specific CSS overrides that are included in the HEAD using the tags
 
<!--[if IE 7]><style type='text/css' media='all'> @import url(/css/ie-7.css); </style><![endif]-->
<!--[if IE 6]><style type='text/css' media='all'> @import url(/css/ie-6.css); </style><![endif]-->
 
Obviously these tags should be left separate to Shinkansen compression of the other tags.
 
The problem I have is that the references to the Shinkansen generated CSS are added at the end of the HEAD element. So I end up with my HEAD containing
 
<!--[if IE 7]><style type='text/css' media='all'> @import url(/css/ie-7.css); </style><![endif]-->
<!--[if IE 6]><style type='text/css' media='all'> @import url(/css/ie-6.css); </style><![endif]-->
<link rel='stylesheet' type='text/css' href='/Shinkansen.axd?etcetc' />
 
Is there a way to make the Shinkansen.axd reference appear in the generated HTML before the literal HTML contained in the HEAD element?
